Steel toe boots are enginnered to protect your toes from either objects which could fall on your feet, or, if your toes could wind up in a dangerous situation (while the rest of your body is home chillin' the toes be out drillin!). But, seriously, steel toe are safety shoes, cowboy boots, well, they might make you look like the Marlboro man, but they won't help save you or your feet.

Depends, what are you kicking and for what purpose? :)
I'd go with the steel-toe boots though.

Steel-toe boots are better at kicking objects. The repeated hits won't wear the front (or your toes) out. cowboy boots have that pointy front, so perhaps being kicked by them might sting more.
