Yes, but it is getting more difficult every day for a number of reasons. First, this applies to land lines only. The 3 digits you refer to are called the 'exchange' or 'prefix'. Each exchange has a 'home' office from where the dial tone originates and that office is usually located within 10 or so miles of the person's home, though that also varies, depending on area. So, yes, you can get a general idea of the area a person lives based on that data. Here's an online tool that shows you the 'office' that an exchange belongs to. http://www.primeris.com/ Now, as number portability is becoming increasingly more common, it is more difficult to tell where someone actually is. The ability for me to take my number and move it with me, makes it impossible to be sure, these days. Also, cell phones do not have particular areas per exchange, so the owner of the phone can quite literally be anywhere.
