There are many zoning laws that come into play here. In most areas, living in an RV on the land would be legal in a temporary situation. In most cases, a permanent structure would have to be under permit, and the RV would be listed as a temporary residence until construction is finished on permanent dwelling

You need a building. Electricity to it won't be bad. Water and sewer? Ouch. The sewer is $30K for hook up and water probably another $25K You really need to let people know where this will be, I know some states and counties which you drill your own well and have a septic tank and not sewer lines. Plus, you can install water tanks (Plastic 1,500 gallon types and there's usually some people who charge $10-$50 to refill them monthly or when needed. ALWAYS bury the tanks, this prevents the water from freezing and breaking the tank!
