In my state you just need to take a certified class and you're good to go.

to own a handgun you must be at least 21 yrs old and have no criminal record or a record of psychiatric treatment. you have to go to the police dept and apply for a permit to purchase BEFORE you will be allowed to buy one, after the gun is purchased it must be taken within 10 days to your local police dept to be inspected and registered in your name. if the gun is ever lost or stolen you have 24 hrs in which to report it missing. the gun must be fitted with a trigger lock or kept in a locked cabinet and it is illegal to transport a handgun in a vehicle within reach of the driver (even if it is unloaded), or to conceal it in a car or on your body without a concealed weapons permit.

Move to the USA. Of course, you could always move to somewhere like Afghanistan, where weapon ownership rules are even laxer, and you probably wouldn't even need a permit.
