You can cut down anything that is hanging over on your property. Start cutting. It is their tree, but they'll say it was hanging over, and they left it there so we don't have to pay.

Nobody. In order to be held liable, you must do something wrong. Your neighbor did nothing to cause this situation, and you are aware of the problem and still parking your car under the limb. Thus, your neighbor is not liable because he did nothing wrong. You are not liable because you have no duty to fix your truck.

Fire up your chian saw or go rent one and a ladder. Cut it off a small piece do not try a big piece. Put it by the curb if you do not have a fireplace. Cheers
