6-8 weeks depending on the area where you live. I give blood all the time, so that people will leave me alone and not phone me because I have a rare blood type. They won't accept your blood donation if you are drunk at the time you wish to donate.

The Red Cross's official waiting period is 56 days (8 weeks). They accept blood from people who drink, but not if you're drunk at the time you want to donate! :-)

If you regularly drink a lot, you can cause enough damage to your liver to raise the liver enzymes AST and ALT. If you have elevated liver enzymes twice in a row when you go to donate, they will destroy your blood and forbid you to donate again, because the symptoms are similar to hepatitis.
