It depends on the country. In Europe ratings are based less on the size of the room and more on the location and amenities the hotel offers (like gym, restaurant, spa, etc.), whereas in the states the rating system is more focused on the lavishness of the room itself as well as the amenities. For example, I stayed at a five star hotel in Germany where the room was nice and clean (but extremely small). It was rated a 5 star because of its downtown location and it offered a spa, restaurant, gigantic aquarium and gym facility. In the states, it would have been a 3-4 star.

In New Zealand, five differenes between 5* and 3+* would be: 5* must have a swimming pool 5* must have 24 hour room service 5* must have 24 hour front desk service 5* must have valet park 5* must have air con (as opposed to just heating and fans)
