Because the policy of no more than two children per household didn't work. Or perhaps the countries with established motor industries falsified the results. Who knows?

This is just a guess, but I'll bet that the Chinese government is trying to keep the population from growing too fast by not mandating safety regulations. Then again, if that is what they're trying to do, why don't they remove the speed limits on all of their expressways and turn them into the "Autobahns of the Orient?"
