I do not believe there is one, good answer to this question. But masterbation can be completely normal in girls ages 5-6, while guys usually start later.

There is NO certain age to begin masturbation ... Masturbation is something that one picks up naturally , unless an older / wiser friend tells you about the joys of it .... From what I know , kids CAN usually start from about 8-9 years old ...BUT; note that some don't even begin until mid to late teens due to religious upbringing .

Whenever the person feels comfortable doing it. Boys & girls can experience 'regular' full-blown orgasms at most any age. Boys will experience 'dry' orgasms before puberty, however these can be every bit as powerful and intense as 'adult' orgasms - sometimes even more so. Some people discover masturbation and the pleasure it brings when they're quite young, although some don't until they're older. A few people never do it at all. One is no more more 'right' than the others. I was 5 when I discovered that I could give myself that 'special feeling'. It was very intense, and I enjoyed intense 'dry' orgasms regularly throughout my childhood.
