Whenever the person feels comfortable doing it. Boys & girls can experience 'regular' full-blown orgasms at most any age. Boys will experience 'dry' orgasms before puberty, however these can be every bit as powerful and intense as 'adult' orgasms - sometimes even more so. I do not believe there is one, good answer to this question. But masterbation can be completely normal in girls ages 5-6, while guys usually start later.
