Should mine owners be required to disclose the annual amount of toxic waste produced?

In most places in the Western world they are, though the definition of what is "toxic" is sometimes up for debate. What is disturbing is that they often they may disclose what they take out, but not what they do with it. As well, with government cutbacks, many of these industries are expected to be self monitoring and self reporting. This puts an awful lot of ethical burden on businesses charged with making money for shareholder.
