Well in michigan I know they recently started persuing these fines from inmates. I dont think there is any punishment as far as sending you back to jail. But..your credit will be greatly affected. Should you go to buy a house or car that will show up as a debt. I suggest paying it.
You go back to jail and the next time the bill will be for $600! Are you going to pay this time?
I'm guessing more jail time

Where would a small claims court case be held? If somebody drags you into small claims court, and they are 300 miles away, where would the trial be held? I assume the pursuer (plaintiff) would go where the defendant is. Is that right?
