    "Belling the cat" literally means what it says, to put a bell around the neck of a cat. This makes it hard for the cat to sneak up on prey because it will make noise and scare the prey away. People do it to save the songbirds in their gardens, but if you got the cat to take care of rodent problems, you certainly want the cat as quiet as possible. As a metaphor, it means to take care of a problem that could sneak up on you. You would have advanced warning to avoid any trouble.
