He/she should be a resident of the city for at least 5 years. Must be have some intelligence but not necessarily a college grad. No much more.

Seniority status in the community, and while that could mean an AARP membership, it refers more to a leadership ability. It must be said that a lot of mayors get their jobs because of just "connections" for if you know a LOT of people, and can at least snow most of them, you could at least be a runner up at the next election!
