Unless they have changed the location on newer Explorer's, it is located underneath on the driver's side just about where the seat is. You need to get a fuel line disconnect tool in order to release the coupling at the fuel filter. Also, you need to relieve the line pressure or you will stand a good chance of getting a bath.
