It's generally considered bad manners to be late PERIOD. However, your boss answers to people and schedules that YOU don't. In general, a boss is responsible for a bigger picture than the peons (my words, no offense) who work under him. There are a lot of things that go on behind the scenes that you are not privy to. His job may be to lead, but YOUR job is to follow. And just as leaders are expected to be good leaders, followers are also expected to be good followers. Sometimes this means you must wait. As a retired Navy veteran, I am intimately familiar with this issue, from both sides of the equation as a matter of fact. Though a good leader will try to keep his people in the loop where appropriate, it's not always practical. And I will agree with you that continually mismanaging time will create resentment among people who have other details to take care of. Such cases where the 'boss' habitually keeps his employees waiting for scheduled meeting should be kept to an absolute minimum. And no, power should not dilute good manners.

It is not okay, and being late is just bad manners in my book, I am always up to 15 minutes early.

Because the have the power to do so. This is one of my biggest problems with having to work for others. I don't think it should, but it does diminish good manners, in my opinion. To me, a boss should be willing and able, to do what they are asking you to do. I have had very few of those. And miss the ones I did.
