  • You have to narrow the question. Every year there is a solar challenge which brings together teams to race solar powered cars which use no fuel. There are frequently academic or industry competitions for the best fuel economy in various classes of vehicle: these classes may include various sizes of gas engine, fuel cell, deisel, hybrid, etc. If you mean in a production passenger car... that will potentially change from month to month as manufacturers put out new models and discontinue old ones. GM was shipping an actual electric car that used no on-board fuel for a while...
  • Assuming you want fuel efficient commercially available cars, the question is, where are you located? In the USA the best and worst mileage cars are listed here: http://www.fueleconomy.gov/feg/bestworst.shtml The Honda Insight is still higest rated, although the Smart will be sold soon here and probably is a bit more fuel efficient.
