It's kinda hard to say. Doom64 has really good gameplay, and so do the Legend of Zelda games for that console. They're completely different genres, so it's hard to compare them gameplay-wise.

I would have to say GoldenEye 007, but I'm just basing that on how popular it was and how it was a short game to complete, but yet people pretty much played this for the entirety of the console's lifespan. So the gameplay musta been somewhat good.
