If the tenant made the mess, then yes. Example: In college my roommates and I used to have these huge parties (ahhhh..the good ol' days)....and the next day, despite the raging hangovers, my roommates and I were responisble for cleaning up the hundreds of Solo Cups, cigarette butts, random pieces of abandoned clothing, etc......especially all the above that was left in "common" ares: sidewalks, parking lots, lawns On the rare occasion we did not clean up immediately, we would get a nasty letter from the landlord telling us to do so...or face serious consequences. You make the mess...you clean up the mess. It's as simple as that.
