The concept was developed over a long period of time. The property of total internal reflection between two materials of differing index of refraction was discovered long ago. A Dutch scientist named Snell (Snell's law) discovered it but it was popularized by Descartes. Christian Huygens noted that light could be trapped in a stream of water. Scientists at Bell Labs developed a "light pipe" using a garden hose lined internally with aluminum foil. But the credit most generally goes to Dr. Charles K. Kao for developments in lasers and fibers.
