Genealogy plays a part, and I don't think there is anything (safe) that you can do about the size. Pumps will slightly increase size, but they have worse side effects later on because of the over-stretching of the skin and blood vessels in the penis.
Since you are only 14, puberty might still have time to help you out, but if you are stuck with a smaller size, and you are concerned about sex with women, the only thing you really can do is learn the tricks that help to satisfy a woman even in that situation.
I'm not going to go into detail right now about those particular tricks because you are only 14, and you should have school and other things on your mind right now than having sex. Plus, if you don't know them, I'm not going to taint a 14 year old. It's relatively easy to find those tricks by google-ing them, if you're really wanting to know.
