Not if you are not actually entering the US, if you are only changing planes a US visa is not required if the US is not your destination country.
From the 12th January 2009 please check out the ESTA website at least a week before you travel or you will not get entry to the United States.
Are you flying into the USA from a foreign land and then leaving from the same airport to another foreign land?
Connecting flights? No, you don't need a US visa. But if your ultimate destination is a US city or state, you definitely need a US visa.
If your ultimate destination is a country other than the US, then you don't need a US visa.
As long as you do not leave the secure area of the airport you can move from one to another. Usually that means the buildings.
