Hmm... Your question sounds more like a musing. Are you asking if it is feeding? Or if anyone even knows? Last I heard, the super massive black hole at the center of spiral galaxies like ours was just the going theory. It hasn't been proven yet, so I don't think there is an actual answer to something like this... yet. But, to go with the theory, it certainly isn't static, as everything in the universe is doing something. While one can really only, again, theorize what is going on inside of a black hole, it definitely interacts with other matter and energy around it. So, probably, yes. I would think that black hole at the center of the Milky Way IS "feeding". But on what is another story!
