In America, "Dixie" is the "official" song of the southern states, and was especially popular during the Civil War. Confederate soldiers would often whistle it in order to annoy the Union troops, whose battle lines were often close enough to be able to hear it. To "whistle Dixie" means that you are engaging in empty threats, or that you are all talk and no action. To say, "I ain't just whistlin' Dixie" means that you are prepared to back up your threats with physical action.
