If you have a list of information it is called a database. If it's a simple list, like a list of all your friends and family, with their addresses and telephone numbers, you can maintain it in a spreadsheet or even a word processor.
However, when the list becomes more complex, for example a database of stock, suppliers, customers, purchases and sales it is too complex for a spreadsheet and needs a dedicated database program, which is what Access is.
The information is held in a number of different tables that are linked to each other in a set of relationships. Hence Access and similar programs are called relational databases.

For example: You make a database of your media and divide it in books, audio CD's, CD-ROM's and DVD's.
Books you can relate on writer, DVD's on director etc.
On top of it you can search on (part[s] of) titles via so called SELECT statements.
It's a database application.
