Yes. Especially highway patrol officers are really good at pacing and estimating speeds. It is actually sometimes more reliable than radar.

Yes! Pacing, radar, laser, it is all legal and effective. Some places even a visual as you go flying by.

Yes they can issue a ticket without using radar/laser, as stated earlier by means of estimating speed or pacing you. Usually when you get a ticket, the cop will tell you how he came to the conclusion you were speeding. IF he says radar, laser, or pacing, you are pretty much stuck with the ticket. I would then suggest you get a lawyer for about $200 to get it reduced to say... "improper equipment" or whatever they currently use for this. IF you are told by the cop that he estimated your speed without pacing you or using a radar/laser gun, and your driving record is pretty clean, you can challenge his estimating abilities. They are usually pretty good, so at least talk to a lawyer. My best advice... spend money on the lawyer and then get yourself a radar detector. You buy it once, and it will pay for itself 100 times over.

I do this everyday. I pace speeding cars on the interstate and issue citations. Our police vehicles have certified calibration on our speedometers. they are checked every 30 days for accuracy and certification. Lasar radar, regular radar or pacing is all legal for the police to apprehend speeding automobiles.
