How can software developers get the cadence right on the text-to-speech software programs?

They might try taking the average length of time used for a ',' and make it a base unit for for rhythm. Other than that I'm afraid I'm at a loss. You would have to create a program with the total size to hold almost all data on the entire English (not mention any multi-lingual versions) language and a system with enough RAM to access it all readily. I suspect for the near future we'll have to tolerate the occasionally odd cadence from a text-to-speech program the same way one might for someone who spoke a second language...
