He's not for a variety of reasons; One the president is a team player who will uphold the status quo or be replaced/shoot. Two the president does not make policy or the rules he merely carries them out. Three if Obama had any clues about how to fix a problem or change the world for the better he would of introduced legislation as a senator.

It is called bringing BALANCE to the ticket. Obama himself is the agent of change, and he selected someone with more experience than anyone in Washington in Foreign Affairs. Despite the amount of time Biden has been in Washington, he is somewhat of a renegade himself, anyone who has observed his career for any length of time knows that. He is the only member of the Senate with a net worth below $150,000 and is the Chairman of the Foreign Relations Committee. He is outspoken and abrasively honest at times, which is exactly the kind of change from the politics you and I are used to. You were probably opposed to Obama before he even selected Biden, and would of criticized any of the choices he made, so why even ask the question? Fact of the matter is, Joe Biden was the most sensible and intelligent choice Obama could have made.

I think Biden will be a noose around Obama's neck.Biden is a warmonger,much worse than even McCain.If Obama wants to lead a peaceful presidential term with troop withdrawls and want to negotiate instead of creating new wars then Biden is the wrong choice.
