I don't know how basic to answer: if you aren't yet a writer, take some classes at your local junior college. You can get some great tips from your instructors there. If you already write, write some of the publications you would like to sell to and ask them for their requirments for submissions. Scroll down to the bottom of this page, to the "How to Articles" section, and click on the link. Then type "freelance writer" in the search box. You can also register to become a paid contributor in that section.
