Those look like a couple of rings that have wires attached to them to keep the hood of the car in place.

They sometimes put those on high performance cars they are cotter-pins and they are what hold the hood down so that...I'm not really sure why they use those instead of the normal method...Hhmmm??? but at least I can tell you what they are...

They also at times put actual locks of a type instead of pins, so that the hoods could not be opened or broken in too. My Hubby had then on one of his cars a GTO and that was his reason, as someone kept trying to break into it and this kept them out from under the hood.
