A well charged battery usually reads about 12.7 volts. If we measure the volts while the car is being started, it measures about 8.2 to 10.6 volts.

My answer to this question would be around twelve volts because the starter is designed to operate at twelve volts. If the system voltage drops to much below the desired voltage the starter will not roll the engine over and could actually be damaged if pushed to do a job which it is not designed to do. I agree with voltages varying greatly however, I would say in most cases around twelve volts +/- a volt. If values drop to far I would say the battery is either to small for the job or no longer has the required capacity it once had.
