IRC stands for Internet Relay Chat. Presumably, to communicate with others over a p2p network, you'll need this client, which is essentially a series of protocols that allow text to be transferred over a network.

Getting one is as simple as downloading an IRC client, such as mIRC. Google search.

IRC stands for Internet Relay Chat. Getting one is quite simple, you probably already use one. If you use an Instant Messaging program , like MSN, AIM or Yahoo, you already have a IRC client.
There are a ton of others out there, like MIRC (most popular and easily modified) PIRCH and ICQ, to name just a few of the major ones.
All of those IRC clients I've mentioned, have a file sharing feature. Some even allow the use of FTP directories for browsing a remote's shareable files.
