It's supposed to be but it depends on the serverity of the said "made contact" and also depends on how much the referee is paid. LOL

A defender is allowed to guard an offensive player without the ball, as long as: The defender does not initiate any contact with the player he is guarding (however, if the offensive player initiates the contact by posting up or something like that, the defensive player may keep in contact) The defender does not illegally interfere with the play (fouling or simply committing an illegal block)
