Can a notary marry someone? Also, if they can marry someone can they marry them if they do not live in the state that person lives in that is getting married if they are not a notary in that state?

A notary can marry someone yes. You dont need a priest to marry anyone just someone to notarize the certificate. Im having difficulty understanding the second part of your question. It doesnt matter where you get married. As long as there is an official present who has witnessed the event and is a notary. They usually affix a stamp on to the marriage certificate making it a legal and binding document. That document then must be filed with the county that you reside in. It's usually the clerk iof the county court - marriage records division.
