  • A notary can marry someone yes. You dont need a priest to marry anyone just someone to notarize the certificate. Im having difficulty understanding the second part of your question. It doesnt matter where you get married. As long as there is an official present who has witnessed the event and is a notary. They usually affix a stamp on to the marriage certificate making it a legal and binding document. That document then must be filed with the county that you reside in. It's usually the clerk iof the county court - marriage records division.
