This isn't really anything new to cartoons. There have always been care-free characters. Do you know the Looney Tunes skunk named "Pepe Le Pew"? Would you call him a gay character? Because there is a Tweety and Sylvester cartoon made back in the 50s (60s?) called "Dog Pounded", where Sylvester pretends to be a skunk to catch Tweety. Anyway, Pepe suddenly appears and starts smooching (kissing) Sylvester. The only thing is - they are both MALE characters.
But as to whether SpongeBob is gay, I think the answer is a firm "No", but he IS extremely care-free!!
