Even if you are a member of the Church of Jesus Christ of Latter-day Saints, dating a missionary will not affect your official membership standing. The bishop may sit you down for a talk—as might your parents—and you might get some odd looks from others, but you will still be able to participate fully in the Church activities. Remember this applies strictly to dating (going to a movie, hanging out, etc). This does not apply to any activities that are sexually related. Naturally, those would have a different set of circumstances.

The non-missionary might not get into trouble, but the missionary could. The missionary is not on a mission to find a mate. They are there to serve God and preach the gospel. If word that a missionary is dating gets back to his/her Mission President, then that missionary will probably find him/herself on a bus headed to another area as quickly as the President can arrange it. If such behavior continues, the missionary could get sent home early and, depending on how far it goes, be open to disciplinary action.

It's not very likely this could happen as all missionaries have to live & stay with their companion 24 hours a day. It is to ensure they serve their mission & do not get distracted. I have heard of missionaries later getting in touch with someone they met on their mission & marrying them, but they didn't date during it.
