    This was the Edict of Emancipation which abolished serfdom, freeing the peasants (one third of the population, at the time) and giving them a holding on the land that they previously worked. The state paid the landlords and reclaimed the money from the ex-peasants over a 49-year period. The land was administered by village communes which also dealt with collecting payments from the peasants and paying it to the state.
