Do you know how to be an unbiased, objective empiricist? Youve already firmly established a comparison within the question, itself. You have presumed to believe ahead of time that college American is equivalent to Asian high school level.

Cogito, It is generally true that Asians are just better than American students beyond 4th grade math. I didn't presume anything that was already known a long time ago. Indian students preparing for their tech & engineering schools are taught Boolean algebra, differential equations, linear algebra, and some multivariable calculus materials before they get into their schools. Students in Signapore are also known to be extremely good in their maths compared to the rest of the world ... You can google this stuff. If you want an axiomatic set of conditions for why this is true then look no further than facts
