Don't know what you’re taking about with the complete reboot, unless you mean complete reinstall. Try booting into SAFE mode as administrator and deleting the user account that is giving you trouble. If you mean you are given two options at start up to boot into, such as; WINDOWS XP HOME or WINDOWS XP HOME SETUP. Go to DESKTOP>right click MY COMPUTER>PROPERTIES>ADVANCED TAB>STARTUP & RECOVERY SETTINGS>select WINDOWS XP HOME as the default boot setting in the drop down windows and change the TIME TO DISPLAY OPERATING SYSTEMS to 0 sec. To reinstall windows you need a Windows XP home setup disc. {A genuine copy of course} Make sure you have your PC configured in the BIOS to look at the CD ROM for a bootable disc. Put the disc in the CD drive, start the PC, wait for the prompt "Boot from CD" confirm that. Then follow the setup info on the disc. You will lose all data on your C: as re-install will require you to format the drive. Make sure you have all the required drivers for your PC's devices. I.e. Video & sound cards, printers, modems...Although I strongly suggest you get someone who's done it before if you've not done it yourself. After reinstall, you'll need to go to windows update for all the security updates etc.

Ideally, you would tell us what this 'permission screen' says because that's pretty vague. I doubt you need a reinstall of Windows but if you do I recommend a repair install.

Here is the official Microsoft article on the matter:

If you want a more reliable computing experience, I recommend you learn about Ubuntu: http://ubuntu.com
