Homelessness is a very complicated issue as its causes are not always so obvious and are rarely the same for different individuals. Some homeless are victims of domestic abuse and have no where else to go, some have moderate to severe mental disorders that may not be kept in check through medication or present/caring relatives, some may have substance abuse troubles and others may have even choosen to live this way.

What I'm getting at is that it really takes more than just governmental policies or programs to help the homeless. It often takes the community as a whole. It takes a broad view of the issue while catering to the individual needs of each person. Something which most governments are not really capable of achieving on their own.

That being said, here in the US we have a number of city, county, state and federal programs that offer help, both in the way of shelters, food banks and job training. And as much as I dislike President Bush's "Faith Based Initiative" program because it brings into play some basic paradoxes in our Constitutional concept of "separation of Church and State", but this program to give government funding to religious-based community help centers and outreach programs has proven to be somewhat successful. I think it's imperfect, but it's certainly better than some of the other programs that have existed, like NYC's rounding up of the homeless and arresting them for vagrancy. That was a black mark for an otherwise productive and beneficial city administration.

Not much at all because if they did do something we wouldnt have as many homeless people. The most the government does is "give" away grants and free money to those who want to open a shelter or a non-profit organization. Look at the Hurricane Katrina victims, people who werent homeless but became homeless overnight. The government took extremely long to just help them, so you can imagine what little the government is doing for others, i.e. a homeless man or woman of 10 years with a drug habit.
