LOL As in "Everybody Wang Chung tonight"? The lyric comes from the song "Everybody Have Fun Tonight" by the group Wang Chung. The group's original name was Huang Chung, which is Mandarin Chinese for "perfect pitch". However, I think that most people took the line to indicate masturbation. To further illustrate this, some of lines in the refrain are "Rip it up - Move Down", "Rip it up - don't hang it on the borderline" and "Rip it up - Get out what's inside of you."
