You may notice some speed improvements with high speed dial up but probably not that much. You'll notice that in the fine print it states that it doesn't affect the downloading of large files. This is because it compresses your images and probably your text. This means that depending on how much compress you turn on (some providers allow you to choose) your images will look lower quality and usually have fewer colors.
For downloading large files like the setup file for iTunes for example, you won't notice any change at all. For regular browsing you may see a slight improvement.
I would also recommend downloading Firefox and installing the Fasterfox extension as this will maximize your bandwidth.
On dial up your max download is 56Kb, using high speed dial up is no faster. Unless you're referring to DSL which is 150kb minimun and 600Kb max. If you get high speed dial up it's like paying for the privilege of the name. From what I understand all it does is reference the pages or sites you go to most faster. Hope this helps.
