Neighbors dead tree branch brakes off and damages our car. are they responsible? they knew about the branch.

This depends on where you are no doubt cos everywhere's different. Here in this part of the UK, if a branch overhangs my property i have a right to cut it off. By choosing not to cut it off, if it breaks and damages my property it is not the neighbours fault as i chose to leave it there.
