Yes, in California anyway. You can cross a double yellow line to enter a driveway or make a u-turn or to enter a highway. Two sets of double solid yellow lines, NO. That is considered an island and cannot be crossed at any time. Two sets of double yellow lines, if the inside line is broken can be used as a left turn lane to exit or to enter a highway completing a left turn.
