Rape is often used as a form of torture in war because it's impact ripples out from the initial victim. It's vicious, it's personal, and it's damaging to the husband, mother, father, siblings, children, and friends of the victim.

War changes people. It strips away their humanity until it leaves a craven thing desperate for survival and victory by any means, at any cost.

When they have no humanity to color the way they look at the world, they don't see a thinking, feeling person anymore. They see a tool they can use to advance their cause. The more horrific the punishment they dole out to this tool, the more effective it will be.

Once they're safe again, their humanity returns. Soldiers come back from war with shattered minds and broken spirits because of the things they've done. Some can't handle it and commit suicide. Others live as haunted shadows with severe cases of post traumatic stress disorder for the rest of their miserable years. There is a cost for behaving like this, it just isn't paid until later.

Part of what makes this so difficult is that the conflict just never seems to end. The war is never over so the beasts keep doing horrid things and they up the ante each time. They slowly slip further and further into depravity until we arrive at the situation exposed in that article.

Horrible, terrifying, evil things happen in this world. The least you can do is not add to the mess. The most you can do is find some way to help. Bring some good and some hope into the world. Donate your time or your money. You would never believe the impact a simple act of kindness and generosity can have. You can touch someone's life and change it for the better.

Remember, even if you can't help in the Congo, there's plenty you can do right in your hometown.

Just a simple answer as found in the Bible -

Ecc 4:1 And I myself returned that I might see all the acts of oppression that are being done under the sun, and, look! the tears of those being oppressed, but they had no comforter; and on the side of their oppressors there was power, so that they had no comforter.

2 Tim 3:1-5 But know this, that in the last days critical times hard to deal with will be here. 2 For men will be lovers of themselves, lovers of money, self-assuming, haughty, blasphemers, disobedient to parents, unthankful, disloyal, 3 having no natural affection, not open to any agreement, slanderers, without self-control, fierce, without love of goodness, 4 betrayers, headstrong, puffed up [with pride], lovers of pleasures rather than lovers of God, 5 having a form of godly devotion but proving false to its power; and from these turn away.

1 John 5:19 We know we originate with God, but the whole world is lying in the [power of the] wicked one.

Simply put, man is directly or indirectly by the world's ruler and as time goes on this will only get worse - 2 Tim 3:13

Which is why we need God's Kingdom to remove these issues becuase man has proven he can not. Dan 2:44, 7:13, 14

    Hope it helps

Third world countries come last on the UN agenda.
It's pretty pathetic that this is blithely allowed to happen in this day and age. The whole continent has way too many troubled areas that need attention.

Wow! Even in conditions such as this it is hard to believe there are still atrocities such as these. How can people even in deplorable situations lose their humanity, I'm not sure. But I do know in the situation that one man was in I COULDN'T turn away from any human in such dire need of help. Such are the things of nightmares, but the reality is worse.

staff like these can because, western world does not CARE about human beings. Western word does sponsor these wars, especially in Africa(Congo).

Where do you thinks rebels get their weapons from?
Where do you think the rebels get their training from?

Of course from western world, Canada and America.
Once rebel has weapon in his hands, he is mandated to do anything to his fellow human being.

Kagame the president of Rwanda used to be rebel, trained by Americans, He killed thousands and his soldiers killed thousand. He is the friend of Americans today and no one I say no touches him, because He is the friend to America as it used to be with Mobutu of Zaire.

So, please understand, rebels, and militia have power because we have given them Power to rape women.

Nasty article...nastier form of torture. worth reading, shows how screwed up the world is. in direct answer to the question, i think it only happens because the rapists were in such bad conditions, they stopped valuing human life.
