Media oversaturation, a paranoid society and general lack of basic knowledge can lead people to thinking something simple is something more spectacular. The "El Chupacabras" is one of these media saturated stories that has now transcended culture and border. In my mind, the differences are more so in the native/alien wildlife and legends of places such as Texas and Peurto Rico and how they become identified by people who hear of such a creature and then try to label something they see but cannot explain easily. Often then not, they only hear of it's blood drinking habits. Thus when they find the body of an animal that appears to have larger than normal canines(teeth) they think "vampire"-"el chupacabras". But likely the teeth are just normal sized for the species/breed. In my opinion, people claiming dogs as this creature does hurt how people then visualize and associate the name with the beast. It's possible when the original makes a re-appearance one day, it could be called by a different name.
