Where does the phrase "whip you with a wet noodle" even come from? I mean, it's not literal right?

The phrase was first used by a newspaper advice columnist. She gave out advice to the love lorn, and when she made a mistake, she said she should be whipped with a wet noodle. It is meant to be funny, since whipping someone with a wet noodle would have zero effect what-so-ever.
