For the sex offender registration, the illegal act would have to be sexually motivated. Urinating in public is not a sex offense. Yes, the person's genitalia may have been exposed, but it's not for sexual gratification. Indecent exposure (flashers) is a whole different story - same body parts exposed, completely different intent. Flashers register, public pee-ers don't.
Umm, there's a difference between urinating and having illegal sex. The urination will probably get a fine at most, unless for some reason a person chose to do it in front of dozens of people.
This is in no way as bad as rape, pedophilia, or other sex crimes. Good question, though.
If you pee in public and someone see's you, especially a child, you can be charged with indecent exposure, and possibly be if found guilty made to register as a sex offender!!! If you do a little research, you will learn that most registered sex offenders are charged with indecent exposure!!!! Urinating in public is an arrestable offense, but you more then likely will get written a ticket if you have ID, don't act an ass, or are not drunk!!!!
