That is way too small of a tank for two Goldfish! Using the standard of 1" of fish per gallon (3.785l), you should have a tank of at least ten gallons (38 litres) for them! Two create a good deal of mess in that size tank. Much, much more of a mess in an extremely small tank such as yours. It is especially tough on them to have no water circulation, and no real bacterial filter. VERY poor pet shop that sold you the tank, and told you to put two Goldfish in there! They should be ashamed! It is normally recommended to do a 25% water change a week (putting dechlorinator in the new water). In an extremely over crowded tank such as yours that is not enough. They probably won't live long, and surely won't live well in your setup.
