• As an ex Maryland resident, during the times I lived there, most folks in Maryland wanted nothing to do with bringing DC back under Maryland jurisdiction. Maybe that has changed, but I wonder.

• No, Maryland doesn't want their portion back. I can't say I blame them. It would just be a drag on their state's economy -- but, as Virginia did assume responsibility for their section which has actually become quite prosperous, it seems only fair that residents of the Maryland side should gain representation by rejoining Maryland. That would leave just a small portion of DC for the government so that it can remain "neutral" as envisioned by the founding fathers..

• District of Columbia does NOT have a vote in congress. We have only one representative in the House and no senators. The House representative does not have a final vote on the passage of any legislation. The representative can serve on and vote with committees, as well as speak from the House floor. This means that the residents of DC are serving in the military, paying Federal taxes at the same rate as residents of the 50 states, are required to abide by all Federal laws but are not equally represented. We can vote in the Presidential election (3 electoral college votes).

• Yes, this is true, but when the District was created, no one anticipated the size of the eventual population. I suspect that the founders thought all DC residents would be government employees. Please note that I simply stated "representative," without indicating whether they could vote in Congress or not.

• It means that we should have a representative who can vote on the passage of a bill, and that we have senators. We are not represented in the Senate and we are marginally represented in the House. The US President appoints the city's judges and prosecutors, whereas in states this responsibility is performed by the state government. Congress intervenes in DC government affairs in a way that it has cannot do so for states. We pay taxes but do not have the same representation.
