Why doesn't the gov make it illegal to run puppy mills? Shouldn't it also be illegal for pet stores to buy from puppy mills? If people or pet stores want purebreds, they can buy from responsible breeders or pounds/rescues which also have purebreds.

Here in our area, it is illegal. Several pet stores have been shut down for buying from puppy mills, and the puppy mills have also been closed. It seems that they spring up faster than they can be shut down, and now the state has cut funding to the program, so there are fewer officers to do the work.

In some places it is illegal, or else there are strict restrictions placed on the activity. Generally, though, your question is about the mistreatment of animals and the weak laws about that and the weak punishments when there are laws. And I think the answer is: because the government doesn't care. Our economy relies on us taking advantage of and mistreating many different resources in the earth, animals, and people. $$$
